Provides for the improvement of the safety and flow of traffic, port security, rail systems, and the reduction in traffic congestion.

Provides for housing and infrastructure programs to produce an estimated 118,000 housing units, 2,350 homeless shelter spaces, and infrastructure projects such as water, sewer, parks, and transportation improvements.

Provides for the construction and maintenance of buildings at over 9,700 schools for over 8.4 million full-time equivalent students being served in Kindergarten through Grade 12, the University of California, the California State University, and the California Community Colleges.

Provided to rebuild and repair California's most vulnerable flood control structures to protect homes and prevent loss of life from flood-related disasters, including levee failures, flash floods, and mudslides and to protect California's drinking water supply system by rebuilding delta levees that are vulnerable to earthquakes and storms.

Provided to fund safe drinking water, water quality and supply, flood control, waterway and natural resource protection, water pollution and contamination control, state and local park improvements, public access to natural resources, and water conservation efforts.

Provides for the expansion of local jails and local juvenile facilities, new construction and renovation for inmate housing units, and creating the space necessary for adequate medical, dental, and mental health treatment for inmates.
